SurreyResponsibilities I am responsible for managing adult mental health and specialist services in Surrey and NE Hampshire and CAMHS in Eastern Surrey. My portfolio includes 75 services, around 1,000 staff and a revenue budget of £60 million. Adult mental health services are integrated with Surrey and Hampshire Councils and I also manage all social care staff.
Achievements I have established an effective directorate structure for mental health services, which includes a leadership forum for involving first-line managers and clinicians. I have established and chair a Trust-wide acute care forum that involves service users and carers and is implementing significant service improvement initiatives. I have led, working with commissioners, on strategic changes in employment services which resulted in traditional service models being replaced by new supported employment and community connections services. I have also led a major service re-design project in North West Surrey which has achieved implementation of key elements of the National Service Framework for Mental Health, including assertive outreach and crisis resolution and home treatment services.

SurreyResponsibilities I was responsible for managing all of Surrey Oaklands mental health and learning disability services. This included a range of mental health inpatient services and community teams, 65 registered care homes, St Ebba’s Hospital, an NHS campus, a range of continuing care services, day services that supported about 1,000 people, supported living services and six community learning disability teams. I was the lead director on behalf of the Trust responsible for strategic planning of learning disability and mental health services. I was also the registered proprietor for the Trust’s residential care homes.
Achievements I led in implementing a range of significant service changes within Surrey Oaklands. These included, in adult mental health services, implementing a very ambitious mental health strategy which led to full implementation of the National Service Framework for Mental Health. In learning disability services, it included the reprovision of services from a large long-stay hospital, changing day services in line with best practice, establishing user involvement, developing user led quality reviews of services and changing values, attitudes and practices of care staff through person centred planning.

services for people with learning disabilities across Surrey. Key tasks included identifying future needs and developing services to meet those needs, managing the social care market, joint commissioning with East and West Surrey Health Authorities, contracting for services and provider development.
Achievements I successfully established joint commissioning of learning disability services with West Surrey Health Authority, developed improved arrangements for contracting with providers, including revised service specifications, and set up a “move-on” project enabling people to move on from residential care to supported living in their own home. I also established Surrey as the leading authority nationally in implementing the evaluation of quality of life outcomes for service users through the BILD “Quality Network”.

I established a range of new day, specialist, supported living and residential services with input from the King’s Fund Centre and Tizard Centre to ensure best practice. I successfully managed a £7.7 million capital programme.

Other Achievements
I have worked as a consultant with two nationally recognised organisations: Paradigm and the Community Care Development Centre. I was the founder and chair of the Learning Disability Network, a group of senior managers in learning disability services, who meet representatives of the Department of Health on a regular basis to influence national policy. In 2002, I initiated the development of the “Reach” standards for supported living, working with the Department of Health and other providers. Those standards are now nationally recognised as best practice. In 2004, I led a project working with the Commission for Social Care Inspection and a number of independent sector providers which resulted in the development of national standards for registered services for people with learning disabilities who can present challenging behaviour.
