Clive has been involved in the identification of human beings through automated means for over 22 years. He joined the Metropolitan Police Fingerprint Branch in 1980 and after successfully completing all of the required training and passing the basic, intermediate and advanced fingerprint examiners examinations; he was added to the Register of Fingerprint Experts in 1984. Immediately upon qualifying as a Fingerprint Expert, Clive was seconded to the FOCUS project that introduced into the UK the first Automated Fingerprint Identification System (AFIS), which was housed at New Scotland Yard. Following a number of tours of duty within the National Fingerprint Office and the Metropolitan Police Scenes of Crime Branch, Clive was seconded to the Home Office in 1993 to assist with the formulation of the user and functional requirements for the National Automated Fingerprint System (NAFIS) and became part of the bid evaluation team during the procurement process for the system. After the contract for NAFIS was awarded, Clive took responsibility for managing the deployment of the ten-print search functionality of the system to 42 Force Fingerprint Bureaux within England and Wales.
When the Police Information Technology Organisation was formed in 1998 and took over the responsibility for NAFIS, Clive joined the organisation and took on the extra responsibility of managing their Biometrics Programme. The deep knowledge and many influential contacts that Clive has built and maintained by being involved at all levels of the Biometrics arena stands him in good stead to drive the agenda forward and in recognition of this he was elected as Chairman of the Association for Biometrics (AfB) in the Spring of 2003 and a Fellow of the Royal Society for the Arts in January 2007.

His involvement in and knowledge of project management to government (PRINCE2) standards gives Clive a great advantage. He has managed a number of high profile projects for PITO, including:

o A project to provide dedicated demonstration facilities for Biometric technologies within PITO’s offices in London.
o The establishment of a highly successful collaboration programme between PITO and Academia.
o Management of the production of the PITO Identification Roadmap, which still provides the methodology and technology evaluation that takes the Police Service forward in identification for the next 15 years.

In his current position as Managing Director of Identity Solutions Ltd, Clive is focussed on assisting clients implement identity management systems that meet a well understood requirement set in both functional and budgetary aspects.

Clive’s project management skills and understanding of government priorities has resulted in him becoming a key figure in areas of government and academic arena’s, where his knowledge is much sought after. These include (or have included):

o Sitting as an Advisory Board member to the UK Biometrics Institute which has been established by the University of Kent.
o Advising the UK/US Joint Contact Group (counter terrorism provisions) on automated identification matters.
o Providing technical and policy guidance to the University of Kent Centre of Excellence Steering Committee.
o Providing technical and market experience in Biometrics to the University of Hertfordshire.
o Supporting Cranfield University (Shrivenham) re. their coordination of the South East of England Development Agency (SEEDA) Knowledge Innovation Network (KIN)
o Sitting on the University of Kent Industrial Advisory Panel.
o Providing technical input to key standards bodies (principally ISO/IEC SC-37 and BSI IST/440) and taking a key role in the formulation of international standards related to Biometrics.
o Proving project management advice to private sector organisations and consultancy in the areas of risk assessment, procurement and user requirement specification.
o Developing and maintaining ongoing relationships between UK Government departments such as PITO (Police Information Technology Office), CESG (GCHQ) and the Biometrics Industry.
o Maintaining active and effective links with the academic community, including a number of Science Council funded networks (principally the Electronic and Physical Sciences Research Council (EPSRC)) focussed on identification sciences.

Project Manager

Clive is now employed as a Project Manager for Unilink Software, a major supplier of IT solutions to the Police and Prison Services, as well as a number of major private sector organisations and companies. His prime responsibility with Unilink is to ensure whole project lifecycle management is conducted in a professional manner, therefore ensuring that customer’s are satisfied and that projects are delivered on time and to budget. He manages up to 10 projects concurrently, some of which require substantial amounts of software development.

As Managing Director of Identity Solutions Ltd Clive specialised in project management areas related to the introduction of identification and verification technologies using technologies such as biometrics, smart cards, tokens and PKI. Key roles included:

o Providing project management experience to private sector organisations.

Clive supported UKPS as the Project Manager and Technical Advisor for the Fraud Investigation Units, Facial Recognition, Fraud Detection Project between December 2003 and May 2005. This was a complex project that is now providing a biometric tool that integrates into the current passport application system (PASS) and provide a means of matching new and renewal passport application photographs against facial images associated with persons on the UKPS stop file (known fraudsters etc).

Police Information Technology Organisation (PITO)

PITO is a Non Departmental Public Body (NDPB), set up by the Police Act of 1997 to manage the procurement, delivery and service deployment of IT solutions to the Police Forces of England and Wales.
o Helped to develop, procure and manage delivery of national information technology and communications systems in support of effective policing.
o Maintained the quality assessment of key fingerprint processing functionality at the 42 Fingerprint Bureau of England and Wales.
o Helped to determine in partnership with the police service their corporate requirements for information and communications systems, including how to interface effectively with the public and other criminal justice organisations, and to exploit developing technologies to meet those requirements.
o Managed the PITO Biometrics Programme and the building of the identification strategy for the Police
o Managed the PITO Biometrics Programme and the building of the identification strategy for the Police Service from 2003 to 2013.
o Project managed the Facial Images National Database Project (FIND).
o Managed a Proof of Concept Study into the use of identification technologies across the Criminal Justice System.

National Automated Fingerprint Identification System (NAFIS) Project Team Feb 1993 to Mar 1998

The NAFIS Project Team was formed in 1992 to specify the requirements for and undertake the procurement of the NAFIS System. This system decentralised the processing of national identification using fingerprints from the National Fingerprint Office at New Scotland Yard to the 42 Fingerprint Bureaus of England and Wales. It also provided the first truly national scenes of crime mark search facility.
o Assisted in the specification of the national user requirement for NAFIS.
o Managed the rollout of the ten-print to ten-print functionality to the 42 Fingerprint Bureau of England and Wales

Metropolitan Police

Fingerprint Expert and Scenes of Crime Officer: Fingerprint Branch Jan 1980 to Feb 1993

The Metropolitan Police Fingerprint Service provides expertise in both fingerprint and scenes of crime analysis. The fingerprint personnel work within either the National Fingerprint Office, where they provide human identification services to the wider UK and international police forces, or within the Scenes of Crime Branch, where all fingerprint comparisons are conducted on behalf of the Metropolitan Police. The Scenes of Crime Branch also supplies scene examination expertise to the Metropolitan Police.
o Added to the Register of Fingerprint Experts in 1984
o Assisted with the introduction of the first Automated Fingerprint Identification System (AFIS) in the UK between 1984 and 1986.
o Spent 3 tours of duty as a Scenes of Crime Examiner at various London Police Stations.
o Served in both the National Fingerprint Office and the Metropolitan Police Scenes of Crime Branch.

o Managing the implementation of a kiosk based shopping facility in eight UK Prisons and Detention Centres, which included the development, testing and integration of substantial numbers of software modules.
o Proposed and managed the production of the PITO ‘Identification Roadmap’, which now provides the strategic route for the Police Services of England and Wales with respect to the adoption and use of human identity management technologies.
o Successfully project managed the specification, business case production, procurement and commissioning the first operational biometric facial recognition system to be adopted by the Identity and Passport Service.
o Specified, designed and authored the first biometrics training course to be accredited by Skills for Security (the national skills body for the UK Security Industry).
o Was Project Editor for the now published ISO/IEC SC/37 (Biometrics) Committee standard related to the Common Fingerprint Minutiae Exchange File Format.
o Proposed and managed a number of successful funding bids under the Electronic and Physical Sciences Research Council (EPSRC) ‘Technologies for Crime Prevention and Detection’ call (Round 3) that involve both academic and industry partners.
