Professional Head of Operations/Rail Operational Standards Manager ~ Laing O'Rourke Holdings Limited

Reporting to the Rail Operations Director, I have responsibility for all health and safety, quality and environmental aspects of rail operations throughout the LO'R Group, ensuring that the projects comply with legislation, Railway Group and Network Rail Standards, any particular Client requirements and the LO'R rail documents. Current annual turnover of the Rail Sector is of the order of £60m pa.

I have a team of four personnel in my team to assist me with these responsibilities [two HSQE Advisors and two Licensed Track Safety Assessors] and all project teams have a functional reporting line to me.

I am also responsible for the management of the Railway Safety Case [of which I was the co~author], the Contractor's Assurance Case [of which I was the author] and the Achilles registration as an Assessment Provider [of which I was the author of the manual].

1990 to 2004

Senior Quality Assurance and Environment Advisor ~ Laing O'Rourke Northern Limited

I was responsible for the management of quality and environmental management systems on construction sites in the North of England, Scotland and the Republic of Ireland. Over the last ten years, several projects for Railtrack/Network Rail were contained within my responsibilities.





At a corporate level, I was responsible for the development of an Environmental Management System to BS EN ISO14001:1994 [subsequently amended to 14001:2004]. This system subsequently obtained registration by the BSI throughout all the business units within the Laing O'Rourke group.

I continue to be a member of the task force responsible for the integration of business management systems throughout the Laing O'Rourke group and I continue to undertake audits of projects against the requirements of the LO'R BMS throughout the group.

1988 to 1990

Quality Assurance Manager ~ Bovis Construction Limited

I was responsible for the implementation and maintenance of a quality management system on the Meadowhall Shopping Complex in Sheffield [£235m].

1984 to 1988

London and Scandinavian Metallurgical Company Limited

For the last three years, I was responsible for the installation of quality management systems within the various production departments within the company.

I was initially employed as a Shift Manager in the Electric Melting Department, with certain responsibilities for quality control.

1977 to 1983

Shift Manager ~ Norsk Hydro Polymers Limited

I was responsible for all production matters on a plant producing up to 50,000 tonnes of PVC resin per annum.

1972 to 1977

Section Leader ~ British Steel Corporation Limited

I was responsible for research into coal blends for the manufacture of blast furnace coke.
