BP EXPLORATION, SHETLAND UK 1996 - 1999

Engineering & Maintenance Manager

Sullom Voe Terminal (SVT) is configured to process 1.0 million b.p.d. of stabilised crude and 2000 tonnes/d of LPG. The E&M division comprised of engineering/projects, maintenance (plants/fabric), discipline and inspection engineers, costs, planning, contracts, drawing office, technical clerks, supervisors, technician workforce (110-off BP staff + contractors 100/300-off). Budget circa £30 m.

Key achievements within the job role which were fundamental to the Business Plan aspiration of a 50% sustainable improvement in cost performance (whilst maintaining agreed plant availability with high safety and environmental performance) were as follows:-

Maintenance Philosophy review - Reliability Centred Maintenance reviews of some 90% of terminal

plant were undertaken utilising some 20 work years of site resources. Maintenance strategies were

consequently 'condition/predictive based' rather than 'time based/planned' and geared to elimination

of unnecessary work.

Turn-key Contractor Maintenance - Niche contractor support was harnessed to provide cost effective

specialised maintenance services.

Planning and Cost systems - Systems and processes were introduced to rationalise and improve

efficiency. Site wide planning processes enabled efficient use of resources, cost structures reflected

partner reporting requirements and plant history/costs were effectively captured.

E&M Re-organisation - Together with centralising of maintenance, combining discipline engineering

resources & downsizing, costs were significantly reduced. Contractor strategy review recently resulted in the

appointment of a mainstream contractor to provide engineering and maintenance site wide integrate

services. An area based maintenance organisation integrated with operations will be implemented end 1999.

Plant re-configuration/decommissioning - CAPEX was managed. A project (£25M) to tranship oil from

Schiehallion Field ('West of Shetland') was completed end '98.

Business Planning - Focus on a view of the future (to 2015) in terms of new business, matching facilities to

throughout, performance benchmarking recognising that Sullom Voe is an 'ageing facility' provided

considerable challenge to map an economically viable way forward.
