My final year dissertation at University was a study of “Implementing & Integrating IT Within the Construction Industry”. This gave me a great insight into all aspects of IT, which led to me utilise IT to both greatly improve reporting and greatly improve team efficiency.

C&D Audit Panel Leader

The panel for this project consisted of myself as panel leader, 4Nr QS’s and 2Nr administrative staff.

The project consisted of auditing 532Nr claims accounts (value circa £5 million) submitted by farmers employed by Defra during the Foot and Mouth Outbreak of 2001. The accounts consisted of applications (over 1,500Nr) made by farmers for their resources to cleanse and disinfect (C&D) their farm premises, ie washing down farm buildings with disinfectants, etc. The applications themselves were based on either a standard schedules of rates (Defra’s or FCEC), rates agreed onsite between Defra’s employees and the Farmer, or cost plus.

The audits needed to be completed within strict European Commission deadlines, and at a later date would be scrutinised by the European Commission, and the National Audit Office. Due to the significant amount of documentation and the strict timescales involved, a very systematic management strategy was required. To do this standard forms were devised, through consultation with the relevant Defra departments, for auditing each application and a Database Management System (DBMS) employed for the overall control of the project. This DBMS, written in Microsoft Access, made light work of the overall management of the project, and allowed the following:-

of documentation within the panel (ie to know the exact location of the relevant claim account files). This was very important as we were sharing the files with other Defra departments at the same time.

b) Audit Progress Management – Management of the progress of each claim account, in terms of status (ie knowing whether files had been audited, were being audited, had been checked, were complete, had been handed over, etc).

c) Automated Real Time Reporting – Reports were automated through the DBMS, that is, at the touch of a button real time reports were automatically produced by the DBMS. Such reports included, audit summaries for each claim account, audits complete to date, the monitoring of each auditor’s productivity, etc.

All in all, the DBMS was very successful, making light work of the management of the project.

EU Submission - Contractor’s Claims

The panel for this project consisted of myself as panel leader, 2Nr QS’s and 2Nr administrative staff.

The project consisted of producing the application for 3Nr Contractor’s claims (value circa £50 million), to the European Commission. This involved ascertaining the account values that had adequate audit trails, and thus formulating summary accounts for each in the required European Commission’s format.

Farmer Negotiations

The project consisted of assessing the financial and legal positions of claim accounts, with the view of formulating settlements with the farmers. It included the drafting of legal agreements which would effectively offer settlement of the accounts.

Report – C&D National Contingency Plan

This report was written as a contingency plan for future disease outbreaks. It demonstrated how financial management procedures of farmers’ claims could be improved.

Report – Web Based National Procurement

This report was written as a contingency plan for future disease outbreaks. It demonstrated how a self-administering web based system could be used to procure contractors.
