RESEARCH AND DEVELOPMENT PROJECTS
Experience includes drafting project proposals that have attracted over £1 million in contracts, including
one tender for the British Council which resulted in a World Bank contract worth US$1.6 million.
Management experience includes directing teams of consultants, interns and volunteers, commissioning studies, allocating funds, monitoring and evaluating projects in both the UK and overseas.
2008 - Designed and managed project involving a team of 10 researchers based in nine countries to
produce an academic monograph on citizenship for the Swiss and Norwegian Ministries of
Foreign Affairs and Geneva Academy of International Humanitarian Law and Human Rights.
2008 - Delivered consultancy services as part of a project that involved interviewing experts on
systemic Human Rights violations and evaluating the European Court of Human Rights pilot
judgment procedure for the Leverhulme Trust (with London Metropolitan University - Lead).
2008 - Founded and directed research network of academics, policy-makers, experts based in UN
agencies, international organizations, and human rights activists in over 20 countries to
establish an International Observatory in Statelessness (www.nationalityforall.org).
2007 Directed a team of four researchers to produce a global survey on minorities and policy
report on the denial and deprivation of citizenship in over 40 countries for the UN
Independent Expert on Minorities and Office of the High Commissioner for Human Rights.
2007 -08 Directed a team of six to develop a searchable archive and web-based resource on Universal
Birth Registration for Plan International. This entailed managing a team of assistants to
ensure 1600 + files could be indexed and archived in a web-friendly system.
2006 - 09 Designed project and directed seven researchers to produce a comparative study of civic
exclusion in Europe for the Rothschild Foundation Europe and Ford Foundation. This entailed
coordinating between experts, organizing workshops across Europe, and directing 100+
interviews in the UK, France, Estonia and Slovenia; resulting in journal articles and book.
2006 Participated in project on the prevention of torture in Albania, Georgia and Moldova for the
Council of Europe - European Committee for the Prevention of Torture. This entailed working
with a team in the field, conducting interviews in Strasbourg and Tirana to produce a
research report and series of recommendations.
2004 - 06 Delivered consultancy services including project design, management, monitoring and
evaluation as part of a two year project for the World Bank and Albanian Ministry of Labour
and Social Affairs, IDA Credit No. 35130, on behalf of the British Council and Gentium Ltd.
2003 - 04 Delivered consultancy services including interviewing governmental bodies and NGOs and
other stakeholders as part of a Human Rights audit of Serbia and Montenegro for the
Organisation for Security and Cooperation in Europe Mission to Serbia and Montenegro (with
London Metropolitan University – Lead).
2003 Developed a curriculum on refugee studies with the London office of UNHCR as part of a
project funded by the Higher Education Funding Council for England (HEFCE) and C-SAP.
2002 - 05 Directed a three year twinning project with Middlesex University and the University of
Tirana for the World Bank and Albanian Ministry of Justice (IDA Credit No. 33270). This
entailed contracting experts, allocating funds to ensure delivery of capacity building
activities in Tirana and summer university in UK; monitoring and evaluating entire project.
2002 Co-directed a research project on the professional capacity of Afghans in the United
Kingdom for the Home Office and International Organisation for Migration. This entailed
disseminating and evaluating surveys (2000) and conducting interviews (33) with
resulted in a research report, article in the World Today and an academic article.
